Certas Energy Retail Europe is a subsidiary of DCC plc, a leading international sales, marketing and support services group with a clear focus on performance and growth.

Part of the Mobility division of DCC plc, Certas Energy Retail Europe directly supports a network of over 1000 retail forecourts across Europe. Our “hub and spoke” model means that key functions such as pricing, supply, finance and back office are operated remotely from our Central Operations Hub in Drogheda (north of Dublin, just off the M1), while the local teams looks after sales, marketing, logistics and operations.

We are committed to enable Energy transition by ensuring our retail sites provide a choice of cleaner and lower carbon solutions, as our customer fleet evolve through the Energy Transition journey.

Our Management Team

Evrard Fauche

Operations Director - Central Functions

Evrard has over 13 years of experience in business Strategy and Operations. He started his career as a Business Consultant in Paris. He then joined Butagaz, part of the DCC group, where he led several sales and operational excellence projects, before being appointed Plant Manager of one of Butagaz largest LPG filling facility. In 2021, he joined Certas Energy Retail Europe as Operations Director of the Central Operations Hub in Drogheda. Evrard has an Engineering background and graduated from Ecole Polytechnique in Paris.

Amy Mansfield Steer

Finance Director - Central Functions

Amy is a qualified accountant and a holds an honours degree from Dublin City University. She joined Certas Energy Retail Europe in July 2019 to manage the integration of an Irish acquisition. Prior to joining Certas, Amy spent 13 years in London working as a finance professional in the real estate industry.

Laurent de Sere

Managing Director - Certas Energy France

Graduated from Rouen Chemical Engineering School (INSCIR) in 1987, Laurent joined Mobil Oil Française in April 1989. In his 26 years with ExxonMobil he has held a number of positions, from Specialties Territory Manager to Sales Manager, EMEA Manager for Synthetics and Lubricants Director. His career took him to Spain for three years and Brussels for ten years. In June 2015, following the acquisition of the Esso France retail network by DCC, he joined Certas Energy France as Managing Director. Laurent is also the President of ASCA, the French trade association of motorway sub-concessioners.

Lars Østbye

Managing Director - Certas Energy Norway AS

Lars Østbye holds a Master of Science degree in International Marketing from Norwegian School of Management (Handelshøyskolen BI) and the University of Stavanger. He started his career with Esso Norge AS in 1997 as a Retail Territory Manager, and has since held a number of sales- and management positions at the Nordic, European and global level with ExxonMobil. Lars has significant international experience from assignments at ExxonMobil’s European head office in Brussels, as well as at the global headquarters for Downstream in the US. He joined Certas Energy Norway AS as the Managing Director in October 2017, coming from the position as Director for the ExxonMobil Retail Fuels business in Norway. He is located at the Certas offices in Sandvika, Norway
